"Alerts" counts active BASIC categories where the carrier exceeds FMCSA's intervention threshold. A 0 here means the carrier has been inspected and is below threshold on every category; a "—" means no SMS data, usually because they haven't had enough inspections in the rolling 24-month window for FMCSA to score them.
