Reading the table. "Trucks" is power-unit count from the carrier's most recent MCS-150 update (renewed every 24 months). "OOS%" is the share of driver inspections where the driver was placed out-of-service — a quality signal at the driver-management layer. "Alerts" counts active BASIC categories where the carrier exceeds FMCSA's intervention threshold. A 0 here means the carrier has been inspected and is below threshold on every category; a "—" means no SMS data, usually because they haven't had enough inspections in the rolling 24-month window for FMCSA to score them.
